The Need: Did we have all the facts we needed, and were they properly used?

Mgmt. Required: Time and patience to uncover and deal with all of the facts.

2.        ETHICAL CHANGE

The Need: Are all members being treated fairly?

Mgmt. Required: Control over the process of change.

1.        FOUNDATIONAL CHANGE

The Need: Why do we exist as an organization?

Mgmt. Required: To build consensus around a new vision.
